1999 Dodge: this mean my VP44 is going out? Joel

Working 1999 Dodge 3500 diesel 5 speed and got P1690 and P0216. Does this mean my VP44 is going out?

SYMPTOM
P-0216 FUEL INJECTION PUMP TIMING FAILURE (OBD II)

WHEN MONITORED
Ignition on.

SET CONDITION
Engine Speed >300 RPM , Fuel command 5mm 3/str , Timing command must be within a certain window

POSSIBLE CAUSES


Trouble codes present
Fuel pump defective
Fuel pump gear not aligned
Fuel filter restricted
Transfer pump inlet line restricted

SYMPTOM
P-1690 FUEL INJECTION PUMP CKP SENSOR DOES NOT AGREE WITH ECM CKP

WHEN MONITORED
Ignition on, engine running.

SET CONDITION
No signal within window parameters. No Ckp sensor or Cmp sensor DTC's present

POSSIBLE CAUSES


DTC counter not change to 0
Fuel pump ctrl mod harness observable defect
Fuel pump static timing incorrect
Fuel sync signal circuit open
Fuel sync signal circuit short to ground
Engine control module defective

So does this mean the VP44 could be going out?
It is possible, but it will need to be diagnosed. Everything else must be checked first.

Fuel pressure inlet is 16 psi, has the FASS system on it, also had an EZ box and a Blue Chip box for the last three years. Was putting 397 hp to the ground last dyno and 907 ft'lbs torque.
DO the test again and pinch off the return line. Fuel pressure should go up a minumum of 4 to 5 psi! If it does not, the fuel pump is weak and will need to be replaced!

What is the vin number? I want to make sure we are taking about the same vehicle.

Sorry! I got mixed up with another vehicle I am working. Here are the correct specs.

Fuel Transfer (Lift) Pump Pressure


Engine cranking 34 - 48 kPa (5 - 7 psi)

Engine running 69 kPa (10 psi) Minimum

Fuel Injector "Pop Off" Pressure


Using injector tester 31,026 kPa (4500 ±250 psi)

Fuel Pressure Drop


Across fuel filter (at 2500 rpm) 35 kPa (5 psi) maximum

Overflow Valve Release Pressure


At 2500 rpm 97 kPa (14 psi)

This truck has an after market lift pump system by FASS that puts out 16 to 17 constant. It has a little stumble off idle and has had several instances of dead accelarator pedal to this point.
I will leave this question open for other experts.
