My mother has this reoccurring condition were her leg

My mother has this reoccurring condition were her leg becomes inflamed/bruised looking to the point were she cannot walk, very intense pain. Then it subsides. It happens twice a month now. Here is a picture of the condition at it's worst stage: https://s10.postimg.org/86n4b3ogn/dds.jpg.
She was treated for cellulitis and it did nothing. Also CT scan showed nothing. She has a biopsy done and this is the result:

Please any idea what this is and how to treat it?

She saw one, did a CT scan to look for block(nothing) and also blood tests
