For over a week now, I have had a dime size (but oval shape)

Customer Question

For over a week now, I have had a dime size (but oval shape) puffy red spot just under my left eye positioned over the lower outer rim of my eye socket. The intensity of redness varies day to day. It appears slightly swollen, not hard, but just a bit puffy. It has been dry and a bit scaly, and now the skin is tender. What could it be and is a dermatologist the appropriate doctor to see?
