This is not a typical effect of uncontrolled diabetes.
However, diabetes can make someone more prone to infections especially fungal ones.
Fungal nail infections are quite common and can be treated with oral medication taken for a few months.
Before the treatment, his doctor would need to check his liver function to make sure it's within normal limits.

This is called oncholysis and can be from several reasons.
We typically would not start with a few months or oral medication.
There are better topicals now days.
And the sugars need to be corrected.
