Is this painful?
Looks like an infected sebaceous cyst from oil gland.
Bacterial infection is common ailment.
Can be treated with topical antibiotic cream like erythromycin gel or mupirocin.
OTC bacitracin may betried but may not work in some cases warranting prescription antibiotic cream as I mentioned above. It is not cancerous.
Infection is most likely explanation.
Will improve with antibiotic treatment.
