It looks just like a bright red scratch but it's not. Dr. so told me that my dead skin does not slough off fast enough? Could this be caused by liver cirrhosis?

This would not be a sign of liver chirrhosis.

If you are concerned about your liver however, you need an exam and blood tests, as well as ultrasound.
