have red, bumpy, itchy, hot, rash, and dry skin on the upper part of my arm. What could it be?

Can you attach the photos here? Are you aware of anything which might have triggered it? Does anyone around you have similar problem? Any medical problem? Any surgeries? Any medications? Any family history?

sending photos. No idea of trigger. No no one around me has it. High pressure with heart failure. Have a pacemaker/difbulator 4 years ago. Furosemide, carvedilol, lisinolpril, spironolact meds. No history in family I know of.

This is driving me crazy. Seems like it may be spreading. At my wits end with it. Sprayed for bedbugs even.

It could be bacterial or fungal folliculitis. You should try antibiotical ointment such as Neosporin and antifungal cream such as Lamisil AT tonight. You should see your doctor or go to a urgent care to have an exam tomorrow. You may need oral medication.
