The 3 middle fingers of my right hand seem enlarged at the knuckles w/leathery skin. No pain. Also my right forearm has a dry raised itchy bumps.

You need an exam.

This can be a sign of dermatomyositis, which is a muscle disease and can progress.

It can be a sign of arthritis

Or gout.

OR a kind problem.
