What are the best types of treatment for this products because I am not familiar I never had to deal with it

there is no one best type of acne treatment
there are acne washes and creams over the counter you can buy like ProActive and others
best for them to see a dermatologist who can give prescription antibiotic creams and ointments which can clear up the skin.
watching their diet and avoiding oily and fatty foods can help acne as well.
teenages have changes in their hormone levels which can cause ache and affect the skin.
hopefully with time as their hormone levels changes stabilize, their acne will get better

yes I have gotten them pads, wash, toner, special soaps. I am more concern with what the pimple like bumps on their upper arms is

most likely they are bad pimples from bad acne there.
the skin pores could be infected with bacteria in the upper arm area
that is why antibiotic creams like clindamycin ointment can heal clear up these bad acne pimples on the upper arms.
he would have to see a doctor to get a prescription for this clindamycin ointment.
