This appears to be an irritant contact dermatitis with some degree of lichen simplex chronicus. This means that there is something which your skin is coming in contact which your skin finds irritating. Scratching has caused some thickening of the skin which is consistent with lichen simplex chronicus.
The best treatment would be to avoid fabric softeners, bleach and use a hypo-allergenic detergent such as All Free& Clear. Avoid clothing colored purple or blue.
Do not over-cleanse the area and be sure to rinse off well.
I would use Aveeno anti-itch Cream a few times a day when the area begins to itch. Apply Maximum Strength Cortaid ointment twice a day to the rash. I good cleanser would be Cerave Moisturizing Cleanser. You can find a dollar off coupon on their web site.
Be careful not to scratch the area.
