My Brother has red/rust colored spots on his ankles and legs. Is this something serious? He has lots of them

It is unlikely to be serious. The most common cause is Schambergs disease or progressive pigmentary purpura. This is asymptomatic and not associated with other conditons except varicose veins. However the differential diagnosis would include palpable purpura or Henoch shonlein purpura which is associated with joint pain and abdominal symptoms.Other causes of purpura should also be excluded.Hence a routine blood test may be done for the blood count, bleeding time and clotting time.A photgraph can also help in diagnosis.Thanks.Queries welcome.
