Clobetasol propionate cream o.o5 % cream is class 1 potency steroid
Fluocinonide ointment 0.05 % is a class 2 potency steroid.
Basically action wise both are same however you have to remember that class 1 steroid has more chances of topical side effects and long term use should be avoided.
