Your tongue has coating of food debris , and also evidence of a superficial fungal infection, candidiasis.
Please get a good tongue cleaner from the local pharmacy, and clean your tongue when you brush your teeth.
Also, get a mouthwash containing Chlorhexidine Gluconate, like Listerine, and gargle with it for 7 days. The white coating will disappear and your bad breath will go away.
If this doesnt work, you will need to visit a dentist to rule out other factors causing bad breath, like food lodgement, cavities, gingivitis, periodontitis, etc.
