Yes, it should. Per the terms of the Interstate Compact, the receiving state has to approve your life plan. That would require family in the receiving state, a place to live and a job that would allow you the means to lawfully support yourself.

You can see the rules as to Mandatory transfer on Page 23 of the attached PDF.
