i was denied on interstate compact. will getting married and having a job set help the transfer go through the second time?

Yes, it should. Per the terms of the Interstate Compact, the receiving state has to approve your life plan. That would require family in the receiving state, a place to live and a job that would allow you the means to lawfully support yourself.

You can see the rules as to Mandatory transfer on Page 23 of the attached PDF.
