I received a "notice of Delinquent Account" for a violation

Hello. I received a "notice of Delinquent Account" for a violation in Nov 2006. It was for not having my Proof of Insurance card with me at the time. I don't even recall this incident. the fee they are wanting is $1172.15. Do I have any recourse?

The amount owed consists of late fines and penalties. You can go to the DMV and get a payment plan and/or negotiate with them to waive some of the penalties so that you can pay the rest.
