Great question(s).

If a person believes that real property they own is being misused, or misappropriated, or stolen, they can stop transactions on that property by: 1) filing a civil lawsuit claiming: a) an interest in the property and b) the litigation is over the title to the property; and 2) then using that civil lawsuit case number ***** file a "Lis Pendens" lien on the property that can be recorded with the county clerk.

It is a common way to lock up property during the course of a civil law suit to determine who owns something.
