Alcohol does have a distinct odor. If you purchase refined (pure) alcohol you can smell it.

But you raise a good point...how does the officer in question know this was alcohol?

What kind of alcohol did he train with (to learn the smell)?

What kind of alcohol did he smell at the time in question?
