Was the polices right by saying that I could not file a complaint against the resting officer and also the person that assaulted me? I guest you would call him the suspect.

Each person has the right to file report about the crime or a civilian complaint against the police officer, so if such right is denied, then the issue would have to be brought up to the attention of the police superiors and/or local civil rights attorney should be consulted.
