Is there a way to report someone who is trying to extort money from someone?

Extortion is illegal under the criminal laws and a report of attempted extortion should be made to the police in the town where the person breaking the law is located.
If you are not the victim, the victim will have to conform that they are being extorted before the police will likely do anything, but reporting the crime to the police is the first step.
