Very likely, no charges would be forthcoming if the police did not ticket either party or arrest anyone. Allow me to explain how this works (very roughly):
1A) police officer arrests a person on suspicion of a criminal
1B) the police investigate a matter without any arrest/ticket;
2) The police gather evidence and present it to the DA, who then
3) Make a decision whether or not to file charges.
In domestic disturbance cases, the vast majority of the time, a party that would be charged would be arrested then and there
. Because neither were, and the police acted as intermediaries to keep the peace and did not arrest, this is likely going to be written up as a simple disturbance and forgotten unless this continues happening (in which case, the police may then arrest someone).
So it is very likely that the DA is not going to pursue this unless it becomes an issue, escalates, and/or someone gets hurt or would be in danger of being hurt.
