What can I do to help my 15 year old from getting cyber bullied by a parent of one of her class mates?? I have the text's this women has sent the police say what she said was not enough of a threat, but she keeps sending out little things on instagram about my 15 year old
I do not know if the police you spoke to really knew what they were saying or just didn't want to be bothered, but under CA Penal Code 653m, this type of cyber bullying would constitute electronic harassment or stalking, as it states in subsection b:
Every person who makes repeated telephone calls or makes repeated contact by means of an electronic communication device with intent to annoy another person at his or her residence, is, whether or not conversation ensues from making the telephone call or electronic contact, guilty of a misdemeanor. You should go to talk to the DA about this, as the police may not understand the new cyber bullying laws in CA.

You can also sue her for harassment under CA Civil Code 1708.7 and seek a civil injunction as well as damages for the harassment and you can also sue for intentional infliction of emotional distress for the trauma these annoying communications are causing your daughter.
