N.D. Cent. Code $ 62.1-02 provides that if the conviction was for a non violent felony, North Dakota would allow you to own and possess firearms again five years after your sentence for your felony was completed. So you've got your state rights back already. If it was violent then its 10 years.

But please note: This RESTORES your STATE gun rights, and not your federal that is a more confusing topic. To restore your federal gun rights you may have to have your old felony set aside or pardoned to be completely safe.

You can ask the California Department of Justice to perform a Personal Firearms Eligibility Check (PFEC) to see if you can legally possess a gun.
