In the State of Utah, is there precedence for expunging ones criminal record in exchange for permanent expulsion from the State (with penalty for return) and if so, is it covered by State law or agreement among Judge, Prosecutor and Plaintiff?

Dear JACUSTOMER - I know of no state that has any program for permanent expulsion in exchange for an expungement of a criminal record.
