Yes. There is no statute of limitations for unpaid traffic tickets and/or judgments issued by the court on those tickets. To resolve the matter, you must contact the court that issued (presumably) the judgment finding you guilty for those traffic citations, and resolve the matter with the clerk (usually by paying the ticket along with a fine and fees). Then the court notifies the Office of Motor Vehicles that the judgment and ticket have been resolved.
