Resolved Question:

If i was convicted of a drug felony in NC in 2005, can i buy a handgun? Do i have to apply to regain that right? Where do i do that?

Unfortunately once someone is convicted of a felony, Federal law prohibits the purchase, possession, etc. of a firearm. The only exception is if the conviction is actually reverse by an appellate court. That means that you cannot apply anywhere to regain the right. Even an expungement of the felony or a pardon would not change the fact that Federal law prohibits what you are wanting to do. Federal law trumps any conflicting State law. Yes, it is "firearm" as defined under the law. If you go to the link I provided you can find more information. You would not be able to live in a house where there were firearms because the would be "possession."
