if was arrested and spent a night in jail and had my case dismissed, do i have to advice potential employers of this and does this make me a former prisoner

It depends on what your employer's questionnaire asks. If it asks if you have ever been arrested, you'd have to answer "yes". However most questionnaires ask whether or not you've ever been convicted of a misdemeanor or felony. Since your case was dismissed, you can honestly answer"no".
