A stay is usually an order that another order is not in effect, but this arises in several contexts and can have other meanings, such as an automatic stay in bankruptcy cases or a stay pending appeal.

This is related to 'Traffic Law' research, where a stay order is issued (coupled with license revocation) with the follow-up appearance outcome stating that the initial citation (20-30 mph over limit) resulted in a plea (to a lesser charge most likely) -- We're trying to understand how serious the offence has to be to go through this many steps.

We're figuring that there may have been a non-compliance to test for substances and or that there may have been an auto-accident; of course, the simplest explanation being that there were multiple tickets issued.

Even a simple charge can result in legally complicated procedural actions. If there was an order to revoke a drivers license that was stayed, it means the license is not revoked unless the stay is lifted.
