The first step, from a law enforcement standpoint, is acknowledging their presence in the community. The answer is "B".

Oftentimes, police, lawmakers and community activists are want to claim the groups are not gangs because their members are mostly teens who band together out of camaraderie and for personal protection. The first step is to distinguish those "social" gangs from gangs created for criminal enterprise, such as drug dealing.
