My niece came to her father and said that she stole something

This answer was rated:

My niece came to her father and said that she stole something from a department store and wanted to return it after the fact. I agreed with him and said she needed to go back in and apologize for her wrong doing. She is a minor, they live in California, can they press charges?

Thank you
