I was pulled over and given a ticket because my license was not renewed but I was never told why I was pulled over to begin with? The officer never said I was speeding, or that I had a tail light out or that I was weaving or on my phone. Nothing. Is this legal?

A police officer doesn't need any reason or cause to run your plates. In fact, its common for them to do this. So, if this is something that would have come back when the plate was run, they then have the authority to pull you over and issue a citation.
