Resolved Question:

Is it against the law to hire a private individual to follow someone? I was going to hire a licensed private investigator to do some surveillance for me but it was too expensive. I would like to hire a non-professional to do this instead... assuming it is legal.

Yes, this is legal so long as the person does not trespass or violate any privacy laws. If the person watches from a public street, etc., this is perfectly legal.
