RCW = revised code of Washington, see

Ord 3599 is a Seattle ordinance governing liquor licenses.

I am unsure what INV means in this situation.

inv means "Investigation of violation (of)"VUCSA/NARCOTICS. So cna you be clearer on what this person is being charged? Is it a Narcotics charge or is it alcohol related? What does "RCW" mean and what does "RCW/ORD 3599 indicate?

There was no reference to an RCW number, ordinance 3599 relates to alcohol.

RCW is the Washington statutes, called the Revised Code of Washington.

If the person arrested is in custody you can call the jail and ask what the chargesd are. Or you can call the agency that made the arrest and ask the same question. You have not provided enough information for me to determine what the charges are.
