Is the person currently on parole or probation? If they are, they may be restricted from owning any weapons.

But a person in California previously convicted of a felony who has served their sentence and is no longer on parole is allowed to own a spear, and to vote.

They are restricted from owning firearms by Cal Penal Code § 12021(a)(1), see http://leginfo.ca.gov/cgi-bin/displaycode?section=pen&group=12001-13000&file=12020-12040

So the answer to your question is Yes.
