(my release date on prior state sentencing was 11/14/1995 w/ NO POST SUPV.) and HOW LONG TO APPLY FOR MY "CONSECUTIVE" FEDERAL SENTENCE WHICH EXPIRED 12/16/1996? THIS WAS FOLLOWED BY MY "SUCCESSFUL" 36 MONTHS OF FED "SUPV. RELEASE WHICH EXPIRED ON 12/15/99.

http://www.mass.gov/legis/laws/mgl/127-152.htm is the Mass statute on this.

http://www.mass.gov/Eeops/docs/pb/2007_pardon_petition.pdf is the form used to request a pardon from the governor.

http://www.mass.gov/Eeops/docs/pb/patrick_clemency_guidelines.pdf is the governor's executive clemency guidelines.

At pages 2-3 of the guidelines it indicates you should not have been in custody for 10 years for a misdemeanor and 15 years for a felony. It also says rare cases with compelling reasons may justify relaxation of those guidelines.
