Resolved Question:

If I got a ticket for walking my dog off the leash and the payment for the bond fine was not received for my court date and a warrant was issued for my arrest would i be able to fly home

If a warrant has been issued for you arrest and you haven't been arrested yet, the nothng keeps you from flying home - the risk is that some police officer meets up with you unexpectedly, checks for warrants and then you will be in custody and not flying anywhere. However, the existence of an outstanding arrest warrant does not of itself keep you from flying. The warrant is not a court order addressed to you, but rather addressed to law enforcement and is about you.
