Why did the Police not charge with her theft?
At this point, you would need to file lawsuit against her at your local Courthouse and have the Court issue an Order that the vehicle belongs to you free and clear of all liens. You can then use this Order to get the title back in your name..
In the same county the incident occurred in right??
Response 1: The lawsuit would be filed at the Courthouse in the County where she lives or where the vehicle was stolen in.
Do i need a lawyer to represent me to get charges filed
Response 2: I presume you mean the lawsuit since you have already filed complaint with the Police. You do not need an Attorney to file the lawsuit. You can obtain complaint form at the local Courthouse in the Clerk's office.
You can do that: file a claim with your insurance company.
