Hi, if i am purchasing a service from a vendor, solar panels, should I not have received a written proposal and contract for the work before any work was done. Also, if financing was involved should I not have had an opportunity to review and sign all fiance documents? If not, is this a violation of Deceptive Trade practice laws?

There should have been a signed agreement confirming price and work to be done. If financing is involved, you needed to have been given those documents to review and sign. Failure to do so amounts to a breach, and the vendor would generally not be able to recover since cannot prove agreement on the key terms of the deal.
