Anti-discrimination laws are focused on correcting discrimination based on a person's race, ethnicity, gender, sexual orientation, religion, and things like that. Companies are generally free to make the products they choose as long as they're not discriminating. That means there's no lawsuit that would allow you to collect damages or force a company to make shoes in your size.
People tend to have a LOT more options these days for shopping with the internet. Some manufacturers could have your size available online even if you can't find it in your local store. Sometimes it takes a bit of digging around, but hopefully, you can find a place that will offer half sizes or even custom made shoes at a reasonable price. I know it's better to be able to try things on in person, but it might be worth a shot. I found 416 styles that come in a size 10.5 at this site.
