Thank you for the information. I assume your question is whether or not there is a legitimate sweepstakes that would charge a winner a fee or taxes prior to paying out the winnings. The answer is no. An indication of a scam is if the "sweepstakes" tells you that you have to send them money before they can pay out your winnings. (they usually require payment via Western Union or with a Green Dot card, or something similar). Another indicator is if you win a sweepstakes you never entered.
