The "maximum legal rate" in California is 10% (see generally: https://oag.ca.gov/consumers/general/usury), however, the usury laws are very complex and most attorneys will tell you there is "more exception than rule" (but if you are planning on offering an unsecured loan and you are not a licensed lender, I would not recommend exceeding the 10% rate).
