To answer directly, FCC rules require any business that engages in robo calling to obtain written consent from that party – on paper or through electronic means, including website forms, a telephone keypress – or a recording of oral consent. This must occur before you utilize your robo calling, and before you make any prerecorded telemarketing call to any phone number, it it a residential land line, a cell phone, or a commercial phone. As such, provided you get consent, you are free to make those calls but you cannot make those calls unsolicited.
