Hello and thank you for your question.... This is a very common concern when you are buying or selling something online.
How do I know they will ship the merchandise once I pay??
Paypal is a good option as it allows you to dispute the payment if the seller does not ship the merchandise or if the merchandise was not as described.
paypal is similar to using a credit card as it allows you to dispute transactions.
You could also use a 3rd party facilitator or intermediary or someone that will hold your money until you have received the merchandise and inspected it. Once you have approved it, the 3rd party releases the funds to the seller.
There are some companies that will provide services like that but I do not know who they are or how much they charge.
In most cases if you think there is something fishy there probably is and I would not send the money.
Also having the person send you a picture with a piece of paper with your name written on it will prove that he is actually in possession of the wheels.
