I work as a manager in a restaurant in Manhattan for about 5-6 months and never got paid.my Salary was $1000 a week. What is the best way to handle it. i called so many times, but they block my number. Both partners.

Call them so many times...they are avoiding me. i called them with an unknown number too. Once they know it's me they say," I will call you right back" and never did.

I'm not sure whom told you that you couldn't file a complaint. As long as you were a W2 employee, you can file a complaint with the NY Dept of Labor.
