If I am selling the car in CA, Do I mandatory disclose the car had accident and what kind of repair have been done? Or If the buyer don't ask don't need to tell.

The seller has no duty to disclose any accidents or other problems with the vehicle, unless the buyer asks. The seller just cannot affirmatively misrepresent the vehicle's condition - so, a person can't say, "No, it's never been in an accident" if it has. But you don't have to volunteer any information.
