We have an outstanding bil at my sons private catholic school of $1200. They will not release his transcripts to his University that he will be attending this fall..There are some unusual details attached to this story as well..But that is another subject. Could you advice me how to separate the issue..of finance and legal access to transcripts (new Jersey)

Generally speaking and based only on the information contained in your post the school can withhold the transcripts only if your agreement with the school has a clause that states that the failure to pay in full could result in their withholding transcripts.
If your agreement does not have such a clause, you can send them a letter to that effect via certified mail,rrr and contact the New Jersey Department of Consumer Affairs and Consumer Fraud and ask them to intervene. Without that clause the school is required to immediately turn over the required documents.
