NH 555E out riggers and power steering do not work. Bucket and hoe work but seam weak I am thinking hydraulic pump, however just had a bunch of new hoses made and installed could be trash under a valve or ?? advise and thank you

How was operation before replacing the hoses? Trash in system can always cause valve to stick. But you seem to have two separate problems. Steering is not related to the outriggers in any way!

I link below # 3 is a priority valve that that has to shuttle for the steering to work. One of these valves may be stuck.
