did you check the cylinders for internal leakage? If either cylinder has blown inner seal, neither cylinder will work. Figure out which hose on one of the cylinders would be pressure when you move the control lever, then remove hose on the opposite end of the cylinder. Crank engine and work he control. Oil coming from the open hole shows that cylinder is bad, if it comes from the removed hose, the opposite cylinder is bad.
