JD 310 g front bucket and outriggers very very slow, backhoe works fine, you have to turn steering wheel from side to side to get to start. I have changed filters
JA: What is the complete model and serial number of your machine?

JA: Are you fixing this yourself? What have you tried so far?
Customer: replaced filters checked check valves for trash, rebuilt front tilt cylinder had a massive leak. Yes I am fixing myself

Check around the hydraulic pump for priblem with the destroke valve, # 17 or 17A depending on the exact pump you have. The pump has to unload for engine to start easily or the pump pulls down the engine on start. You are unloading the pump by jerking around on the steering for start. Problem is going to be at the pump!

Ok I will check in the morning and inspect the valve, i understand that there is also a priority valve will bypass bucket system to keep pressure to steering will the unloader valve affect the priority valve operation ?

Priority valve would let steering and brakes work before anything else. I doubt it is your problem.

I should be here, not sure how much more I could add to help. I never really understood how Deere used this setup , but it is a common problem.
