Cylinder should have two counterbalance valves, at the base of the cylinder, one for out and one for in. See if they are same, mark them, and swap one for the other, and then test speed. If speed is now slow in and fast out, replace the bad valve.
Usually easier to move the counterbalance valves than the hoses, but either would work?
Have you removed the counterbalance valves and looked at them for restriction or damage?
The valves should just screw out the valve block, mounted on the cylinder, where the two hydraulics hoses go to. Cylinder should not need to be removed!
Two counterbalance valves looking same? Can you swap them and test? The accepted practice is to replace both valves, but is expensive fix!

Ok did this issue start all of sudden or gradually start slowing down
Is the boom making any noises when it goes out like its binding on anything
What is your serial number as well so I can pull up a manual on your lift
Also I work during the day so I will be slow to reply during the day
