Cylinder should have two counterbalance valves, at the base of the cylinder, one for out and one for in. See if they are same, mark them, and swap one for the other, and then test speed. If speed is now slow in and fast out, replace the bad valve.

Is it possible to just change hyd lines around where there go into valve and see if that works

Usually easier to move the counterbalance valves than the hoses, but either would work?

sorry I had to leave town yesterday got back this morning switch the big lines around going into the cylinder made no difference still goes out slow comes in fast just changed directions

Have you removed the counterbalance valves and looked at them for restriction or damage?

do you know if the whole cylinder has to come out or can you get that part out on the back of the cylinder without taking it out

The valves should just screw out the valve block, mounted on the cylinder, where the two hydraulics hoses go to. Cylinder should not need to be removed!

just removed it tore it apart it's a aluminum block about 3 inches by 3 Inches and everything looks fine in there as far as I can see

Two counterbalance valves looking same? Can you swap them and test? The accepted practice is to replace both valves, but is expensive fix!

on the back of the large cylinder on the back of the machine where the cylinder goes there is a aluminum block with 4 orfices and two valves in it it only has one block it does not have two and the valves in it are one is adjustable and one's not for pressure

No sounds fine in and out if you rev aengine up it will go out faster
