My 2004 Cat 242b seems to have an electrical problem. The

My 2004 Cat 242b seems to have an electrical problem. The left side instrument light (seatbelt, parking etc) stay on all the time even when the key is off. It also beeps all the time. We disconeected the ignition by pulling the plug apart and that made no difference.
Also then its does not start. It does not engage the fuel soliniod when in the run position or crank when turned to crank.
Where should we head?
